Purpose: Establishes the Premium Blocks-first policy for all UI work. Before building any custom component, check the Shadcnblocks Premium library and get human approval if no block fits.
Policy: All UI must use Premium Blocks first. No custom components without human approval.

Policy
- Check first — Before building ANY UI component, check if a Premium Block exists
- Use as-is — Use blocks with minimal config changes (colors, copy, icons)
- Document gaps — If no block exists, document the gap and get human approval before building custom
